You repeatedly mention that Risks cannot be eliminated. Occupational Safety Health Administration, a US Govt Risk Model, risk methodology includes elimination. Police actions to shoot is to eliminate threat vector, isn't it? Take for example Pennsylvania shooting incident of Former President. Why was the shooter (Threat vector) shot dead if risk cannot be eliminated? Does OSHO model require a revision?
