the 30 second rule actually works, it has to do with the dehydration triangulation which tells us what when the cross factor of the telephone line reaches a vector larger or equal to the root of the distance to the police station then the speed of the radium signals reaches an equilibrium of e=mc squared. The thieves in home alone 1 and 2 actually used this principle to prevent the police from getting there on time.
Nowadays everything is digital. I am pretty sure you can use the data of the telephone company to trace such calls. I know, there are other ways to make tracing calls harder now, but 30 second rule should not work anymore.

The only time it may have taken a significant amount of time is before computers were used for it - back when you actually had to have a person do it manually then it may have taken some time to do.. but I doubt it would take a computer even a millisecond to do the calculations. There's certainly nothing about the process that has any kind of hard time requirement. I guess the only other thing that may be a limitation is that it probably requires the cooperation of the phone company - the amount of time it takes to get that would be unclear, but if they already have their cooperation then it may as well be instant. Even if they don't have their cooperation however, they could almost certainly still get the location even after the phone hangs up (as long as they get cooperation afterwards) because all the information they need to perform the calculations should've been logged somewhere, so the duration of the call is still irrelevant.
It actually takes 10 seconds to track the call. I called 911 once for a legitimate reason and they asked me where I was. I didn’t actually know the location I was at, so I asked if they can just track my location. They said yes, we can track your location, it will just take 10 seconds and then we will send a notification to your phone.
During my call, when the dispatcher couldn't convert the name of a supermarket chain with a single location in the city along with the name of the industrial zone at the edge of the city to an address, something every navigation software can do, he sent me a text with a link to a website that asked for me to share my location.
