    you would think someone would come up with a brush in blender that would thicken the face you applied it to

      That would be nice, and something may exist like that. But I think the issue is that STLs are a triangular mesh. That inside "face" of a car body isn't one face, but rather hundreds or thousands of faces. In fact, this body in total contains almost 280,000 faces.
