I just used highways as the road and added abandoned houses/factories along them. The rules are: you can only use dirt paths and low density buildings until you reach the tiles with the city. You can only use high density and industrial when you replace the tall buildings and old factories.

It's name comes from the fact that it collapsed twice during construction, which unalived 23 people in total (Hence the name, ironworkers memorial).

The LITERAL definition of an earthquake is 2 tectonic plates rubbing together, which causes the fault lines. So naturally setting it to 25.5 is like a 10.0 on the Seismograph (the biggest quake ever recorded was a 9.5) and would cause a fault to visually appear.

You could scramble the severity numbers so that they are not in sequence.
