this video is almost 10 years old and I am pretty sure people have realized it by now. their true intentions for them wanting people to get fast track is so that they can monitor them and send them speeding tickets. my state started doing this a few years ago. the ones who have EZ pass have started getting speeding tickets in the mail because the average speed they were traveling at was faster then the speed limit from one point to another.
It just another ripoff to the people of California! California is so over tax and regulated that my job decided to move to Nevada a few months ago. Glad they ask me to move with them!

But, as more people get fast track the flow rate will decrease assuming the same number of people are travelling the bridge. I guess the government doesn't want to make that too obvious.
