There's nothing wrong with choosing a fictional format for fictional Hungarian license plates, just like there's nothing wrong with the thousands of fictional 555-xxxx phone numbers in tv series. The producers want to ensure they don't use a number belonging to a real person, who might someday have grounds for a lawsuit. Fun fact: No phone numbers in the U.S. have a 555 prefix.
The "bullet from the rifle into the water" critique is not accurate. The penetration depth into water would depend on the bullet type and velocity. A "hollow point" bullet would fragment shortly after entering the water, probably. A solid projectile would continue much further. "Sniper" bullets are more streamlined, tapered even, as they are supersonic when leaving the gun. The bullets are also rotating at 10000 rpm due to barrel twist; that is how the bullet is stabilized in flight via gyroscopic force. Those bullets do very well in water. Heavy is another factor. Bullets with a lot of weight for their diameter are long, like a missile, or a torpedo. It's the kinetic energy that determines the "travel under water" distance. Velocity x mass = energy. You can see the rotational energy dissipate very quickly compared to distance traveled. The drag from water is across the length of the bullet and so acts on more area. The rotational energy would make the bullets veer. Science!
