I would probably keep tallest in the center, and then start going shorter as I make my way out. Not uniformly though, just overall. Hope that helps, let me know how it turns out !

Nice tip for visually balancing an arrangement though, thanks!- oh, it turned out nice after I let the resin/ glue in vase harden long enough but the resin reacted weirdly with the glue so I tried to "fix" it by adding color- mica powder. Shoulda left it alone but not bad.
