Honestly, kinda odd they did not shoot prior to this. There were several times when they were uncuffing and even ramming Carter, though unintentional, that PD would normally have tried to taze. Then one of them cuffs a cop to hold as a hostage and they don't have a gun him or even out and PD just roaming around like they don't know what to do when normally they would have immediately shot when you took the gun off them.
