It's so cheap because they are running a ferry for commercial vehicles and opening it up to the general public to make money from tax free sales. Tax on alcohol especially in Norway is very high, so they can make money large profits from what look like relatively cheap prices. There's a few similar deals in the UK to Belgium/Netherlands/Germany but they are more like 20/30 quid as the tax difference isn't quite so high.

Im a former cruise ship musician and the guesses folks have taken here are correct: they sell empty cabins for whatever they can get, because they know once you are in board you WILL spend money on miscellaneous items and features. And most of the ‘cafeteria style’ food is made in bulk so they don’t lose money in that. In fact, cruise ship employees are offered the ‘family and friends’ discount of around $10 a day for bringing guests on board. The only time this isn’t applicable is on especially popular/busy cruises. Otherwise, crew/staff aren’t allowed in passenger cabins.
