I know Sri Jayaprakash is an outstanding citizen, administrator, and thinker. Unfortunately the country is not at the point where people recognize and learn from gems like him. One big chunk of the population does not have enough knowledge and wisdom to know what is right. Another big chunk does not have the discipline and sense of sacrifice it takes to achieve what is right. With all this, the progress the country has made is still praiseworthy.

Building reputation initially which he talked is being used as a strategy by some of them. They are Building reputation initially and then changing into normal system. Corruption, individual greed, ego and self interest are the problems that are coming in the system. Many of them are using their intelligence, training and the protection of the constitution for supporting the political executives. Situation is very difficult and dire. Dear sir Solutions are simple and with you, and you only. If there is a service agreement with Government of India at the time of joining into IAS and IPS services that it is necessary to take health care in Government hospitals only and it is mandatory to join their children in government schools only, then health and education get upgraded automatically. The reason is also simple, these high ranking officers will be forced to involve in the system. I blame top ranking bureaucrats for not getting involved into the system as a beneficiaries. They involve as administrators only.
Many of the Civil Services officers may be intelligent personally ( They might have got it by becoming bookish themselves),,but several of them are still lacking the team leadership i.e.. Leading their bueru ratic teams to solve the public grievances in time.No body can judge the reason.

Civil servants are expected to do justice to their job and nation. Visit the jurisdiction to ascertain facts. Meet general population. Encourage government machinery to do good perform. Zero ill gotten money. Great opportunity to serve the country.
In my own experience I really felt very bad about so many of these so called public servants. Most of these guys come from very humble backgrounds but these guys are not reachable to common citizen and for common cause...they seem to be very corrupted in multidimensional like any other third grade citizen. There are few exceptions...I touch the feet of those guys with integrity and making their best efforts for the job.

There should be a rule that the sons and daughters of all civil servants and all government employees must study in government run schools at least till the 10th standard. There should also be a rule that not only civil servants, but ALL government employees should only use government run hospitals during the first 10 years of service. Only problem is if this rule is imposed tomorrow, government run schools and hospitals will shut down immediately as they are not equipped to handle such a load. These ideas are excellent. but would have to implemented in phases.
Unless Police and justice system are made corrupt free and honest to the ordinary citizens, all efforts and speaches will be waste . Pls bring honest working and technic of idenifying innocents and give relief at the first stage like in USA. Courts are not helpfull as it will take years to comeout and life is exhausted.What is holding to clean the police in 77 years of independance.

Giving enormous power at a very young age is the main reason for the arrogance of most of the IAS officers. Most of them enjoy power, money, and many more. I worked in Australia for 3 years where they work as public servants. Hero worship is very much practised in India. It's not truly egalitarian. Absolute power corrupts absolutely. I believe only a few IAS are honest, while the rest are showing their arrogance, power and money. You might be an exception, as I met you in Vizag as Joint collector when I was a medical student.

Giving enormous power at a very young age is the main reason for the arrogance of most of the IAS officers. Most of them enjoy power, money, and many more. I worked in Australia for 3 years where they work as public servants. Hero worship is very much practised in India. It's not truly egalitarian. Absolute power corrupts absolutely. I believe only a few IAS are honest, while the rest are showing their arrogance, power and money. You might be an exception, as I met you in Vizag as Joint collector when I was a medical student.
