Oliver thinks Batman didn't have a contingency for him because he didn't perceive him to be a threat but I think it's actually a nod to Justice League Unlimited, Batman was very adamant about having someone to keep the league in check and he had his eyes set on Oliver Queen (Green Arrow) for that role. So in actuality it's not that Oliver isn't a serious threat, it's that Bats believes wholeheartedly that he's the one person he doesn't need a contingency for.

So maybe Superman zombie turning progress would stop too if they send him there and they’ll might be able to save him in the future if they could find a cure
The thing is, they were on a strict schedule and with most of the Justice league killed, Lex not being around anymore to actually stop superman, and superman is now a very violent and unstoppable force. They only had very few options to actually stop him so their best bet was to leave superman alone to follow them, kill him, or figure a way to phantom zone him with a battle between the Amazon's and Alantians and the evacuation of earth in a single moment.

Flash tries to only have time travel and mulitversal reset as a last resort since it tends to mess things up just as bad if not worse. But by the time it had been the last resort he was already infected

There is a chapter in Marvel X-men where (I don't remember what) crashes in the city and buildings during the days of mutant persecution, and during the crisis turns out lots of people had powers and fly, run, climb walls or become invisible while running away.
