Warp zones in Lost Levels were a let down. Some of them actually "backwards" you. Worse of that in the SNES version you need to avoid every warp if you want to reach the 100% (via unlocking all worlds, ninth one included)
Now it could make sense, however, i guess *The Lost Levels* doesn't have a warp zone to World 4. Only *Super Mario Bros* have this warp. Lost Levels have a warp zone to World 2.

That amount in his inventory is due to a type of New Game+ that is only in the NES Version, oddly enough. When you complete the game and then start again almost immediately afterwards your inventory is filled with P-Wings.
