I have the EXACT problem! My pressure cooker of the same model had a crack on the handle almost since the beginning. It worked well for about two years but now i developed the leak you show in this video. Is the exactly the same issue. I'll try and replace the gasket but if that doesn’t fix it, that's it. No more tefal in my life.
Assuming the pressure gauge is showing, its locked and you can't open the lid, its normal for some steam to exit that little hole when the liquid is boiling rapidly. You have the heat up too high, reduce it until just a light amount of steam is exiting through the main valve during cooking, it doesn't need to be hissing out rapidly, that's just a waste of energy as the pressure regulator is opening wide and your liquid is vaporising (boiling off) in order to reduce pressure and not exceed the max allowed. Cook with med-low to low, it depends on the hob. As long as a little steam is escaping, it has reached the max temperature and pressure you need inside. Gas hobs can be much hotter than other types.
On the other hand, if that steam is not coming out of the hole but from below the lid, that's a problem and shouldn't happen. You circled the hole so it I assumed that's where it was coming from.
I've found most the tefal pressure cookers to be shyte. Some release steam from near the handle. Avoid Tefal pressure cookers. Prestige make better quality pressure cookers.

If u shut off the gas stove, it will be slowly releasing the pressure so how can it cook that way? I also find tefal pressure cooker hissing and letting the steam out. It should not be like this. My cooked meat are not tender
It's normal for this to happen even says so in the manual ....I love this product ...I would recommend if you are not yet in a position to buy the more expensive fancy ones ...it does the job

Thats by design, before pressure is built up, due to the nature of the handle and valve housing. I have this cooker

That wasn't my first pressure cooker. They accepted the problem and paid me back.
