Does anyone have any idea how to achieve the effect of blending between the original video file and making it look like the light sources get repeated and stretched out before they move back into place? Basically what you can see in the video by Kevin McGloughlin. I find the effect really intriguing but have no idea how to achieve that.

FYI If you cant find RBG maximum in the monochrome TOP you need to update your version. I was only like 2 behind and it wasn't there.
