Hard labor just means you are eligible for work programs in parish and prison, angola has a labor program, and every parish has community clean-up crews, it didn't mean you're going to have to work it just means that if all stipulations are met you can go into a work program making like 30 cent an hour and going out of the jail day to day.

Today prisoners in Louisiana still work the fields, refusal to work results in a disciplinary. To put it into perspective imagine you were convicted of a crime in 1901, you were sent to a farm which was an ex slave plantation, if you got out of line they beat you with a whip. Would your perception be that you're a prisoner or a slave? Nothing has changed. Slavery still exists. They didn't stop using the whip in Louisiana until the 60s. Another point is that inmates are paid a small incentive pay which comes out to around $15 a month. The wage that a newly emancipated slave was paid to stay on their plantations and work was around $15 a month.
