People forget that Beethoven was one of the great musical humorists of all time. The blithe ebullience of this overture, its sly changes of key, the stilted little theme that suddenly pulls out the stops and turns into a joyous, madcap race to the finish all make it one of my favorite Beethoven overtures.
To really hear this little gem at its best, one needs Bernstein with New York. His tempo relationships between the lyrical and syncopated do more to bring out the sheer charm and humor than any other.
When I was young I read critics who usually didn't give Beethoven credit for how great his overtures are. I had to find this out on my own. I realize now that music is not just a spiritual thing, but also physical, and this Overture in particular seems to me to be Beethoven releasing some animal spirit with astounding skill.
Just listen to it couple of more times, or see another video with an orchestra playing it .I first thought the same you did ,now it is one of my favorites.
wonderful music! Beauty, strength, pride. Please check also "István a Király" Hungarian rock opera. This overture often played at the beginning of that.

Oh I don't know.... I shows him in his more playful, humorous aspect. I think this overture, though perhaps lacking in the depth and development of some others, is delightfully infectious with its spritely, syncopated rhythms interspersed with some lovely, lyrical WW solo passages. This has always been one of my favorite overtures. I will admit, however, that this particular performance isn't one of the best I've heard. To truly give this little gem a fair hearing, try Bernstein with New York.
