can it be applied to the esp32 module other than using raspbery

It's possible to run person detection on the esp32, but you are limited to 320p and it's not as fast as on a Rasperry cpu detector

Does the tapo c110 work with Frigate? Can you use it without connecting it to the Tapo Cloud?

I don't have a C110, but to use the C100 you must connect it to the cloud for the first setup. Then you can use it locally as I showed into the video
