The angle at which the head clamps down on the work piece is more or less irrelevant. What matters for clamping force is the ratio of the lengths of the swing-arm above and below the pivot point. With the head set low, the distance above the pivot point is short and the distance from the pivot point down to the foot is long, giving the foot a great mechanical advantage.
