We must always bear in mind the the "Councils" are run by 'employed' bureaucrats (civil servants) who take their directives from central government and tell our elected councillors what dictates must or must not be complied with under a 'national' policy regime. The consequences of the elected council not following these edicts are withdrawal of funding and other subtle punishments. So it's not necessarily the elected members who we need to look at, but the paid administrators who do not have any interest in councillors manifestos at election time.
I always thought it was the civil service that ran the country NOT the politicians..

This just happened in my country (EU member). If wekeep more than 10 birds we must register them and goverment vet agency comes to control the status and number of birds and to obligatory vacvinate them. Selling eggs from a homestead is forbidden unless birds are registered, kept indoors, checked for salmonela every 21 days and eggs have stamps on them, same as big chicken farm eggs. Even if one has 5 hens and sells only his surpluses, procedure is the same. Crazy!!
