I always assumed that he is tarnished, and just being a prick. Besides, the only way to get into Mohg's service is to kill your maiden and stain an oath cloth in her blood. He does make an exception for you being maidenless, so I think it stands to reason he also had a maiden once and killed her to complete his own trial.
We see Millicent in several different states throughout her questline: Initially she's ailing in the church with unkempt hair, then we see her standing up with her hair neatly done, and again a slightly different model after she receives the prosthetic. I wonder if her eyes change over the course of the questline or if it's the same all throughout.
I wonder if it's just some bit of weirdly specific realism. Tying your hair into a ponytail is a pain in the ass with just one hand and I think the first thing Millicent did after getting the prostetic was retying her hair
The fact that red eyes being related to Mogh doesn't seem to match up with everyone makes it feel more like it has to do with the blood god, not Mogh himself.

I think that hair color is important too, at least when it comes to the divine family. Each of the descendants inherits from one of the parents with some curious symbolism. The easiest one to see is Radagon's fierce red, passed to Malenia and Radahn, both great warriors alike their father. It can also be seen with kind and graceful gold of Marika, inherited by Godwyn and Miquella, who are associated with kindness and how closely they are associated with Erdtree and the Golden Order. The next to are less apparent but I think they make sense too. Godfrey's grey is color of rulers, he was the first Elden Lord, and it can be seen on Morgot and Godrick (even if he was a distant offshot), both of which we find ruling over certain place. And lastly, Rennala's black of defiance, who fought with the Golden Order at first, later inherited by Rykard who joined with the Serpent to fight the Erdtree. That also brings to another conclusion. I think that Ranni's original hair color is not red as suggested, but instead black, signaling her absolute betrayal she commits against the Erdtree and all of her family.
It's a shame that we got special unique eyes for things like getting a certain number of dragon incantations but never a glintstone themed eyes for something like learning all spells or finishing Sellen's quest.

Well, learning magic doesn't change you. To learn Dragon incantations, however, you have to eat the heart of a dragon, an action that is said to slowly turn you into a draconic creature (Every Magma wyrm in the game was once like you). So, between memorizing a spell and altering your being, which one do you think should be visible on your body ?
One thing about Thops and Thops' Barrier reflecting incantations is that it isn't actually unique to him because Carian Retaliation also reflects incantations as well as sorceries, just with the additional effect of summoning glintblade swords. It even and especially can dispel Radagon's and Elden Beast's holy attacks, which I don't know about any code flags, but lore-wise would be the strongest forms of holy magic in the world.
I actually had a similar thought about the incantations and spells that say they only effect Tarnished, I think it does allude to these things being specific in game, but from a standpoint of character models I completely see what you mean by that.
The mention about certain spells specifically affecting Tarnished reminds me of certain weapons and such affecting only Hollows in the Souls games. In particular I'm thinking of the Hollowslayer Greatsword from DS3. I like that we see its impact in action when fighting Gael. In phase 1 before the cutscene Gael is not considered hollow, but after the cutscene he is considered hollow and the HSGS does its 20% bonus damage against him. Similarly to the Farron Greatsword doing 20% bonus damage against anything abyssal. I like the added effort of spells and weapons affecting enemies based on more subtle details like that.
patches sharing eye colours with the dung eater and godfrey is interesting to me. he was the most enduring of all the characters in his Souls incarnation (considering he was around when the ashen one performed an old growth slash-and-burn on the ringed city [and therefore the world])... tbh id play war thunder again but im pretty sure for me thats the equivalent of growing bangs.
Eyes are some of my favorite things to design, even if they won’t get noticed. I use eyes a lot for symbolism when designing characters. It’s great that Elden Ring dived into something similar, and that creators are pointing it out! On that note, I did Varre’s questline and my once blind man now has crystal clear (well, bloodshot) eyes. I’m glad being a blood seeking fiend has cured his blindness (I actually had no idea it changed his eye color until recently lmao)

If I had to guess, based on his eyes, I would say the original plan was for Rico to parallel Rodericka in the same way Iji parallels Hewg: the non-roundtable upgrade merchant
Perhaps a lot of models were completed before certain story changes, so in in some cases the color might be inconsistent. Or a model (for example Thops) was intended for a different character, so he was left with gold eyes.
Off-topic, but I just noticed that Rya and Tanith share the same hairstyle. It's such a sweet untold story of their mother-daughter bond, showing that Tanith herself taught Rya all the things a little woman should know and Rya followed her with trust and admiration.

For my DLC preparation playthrough I’ve created my character with heterochromia. One eye is blue, the other is golden. As I can’t decide between my two favorite endings: The age of Order and The age of the Stars
You can see the eyeballs in the Tarnished's head if you move the camera close to him/her while he/she is opening a catacomb door, from the viewpoint of the door.
Grace has to be stripped from most people, remember? Becoming Tarnished is something unusual. You usually have to either have Grace taken from you or have it be overwhelmed by some other influence. I'd expect most Magic/Cosmos characters to have blue eyes unless they have an exceptionally high connection to some other power. But if NOT for their Magic, they might have had Gold in their eyes.
That was one of the points of Marika's war. “I'm going to destroy all the powers that reject the Erdtree and refuse its' supremacy.” So most people in the Lands Between were gilded by Grace at some people. The rest either hid or were allowed to coexist. Now, the thing I'm interested is, what the hell is the Misbegotten Crusader, why does it have red-hair, why does it have Radagon's Golden Order Greatsword, aka Totally Not Rennala's Wedding Gift, what did Radagon/Marika do to make it, and what exactly is a “Radagon Chimera”?
Gold eyes seem to be a matter of diet. Basically you eat things heavy in the erd trees influence and that concentrates at the top. Predators, that is things that eat flesh, are the most likely to have gold eyes. And golden poo. Because apparently herbavores just don't get enough golden power in their diet. Tarnish are those with no gold in them. This can be partly because it was stripped away. But another aspect may be because they do not live in the Lands Between and as such cannot eat things with any gold power in them. Given how it is implied cannabalism isn't really stigmatized in the Lands Between we can assume this is also a factor in having gold eyes. That the more of your fellow humans you have ate the more likely you are to develop gold eyes
Late to the party here, but blue is is the opposite of gold on the color wheel. Its a little bit more the opposite of orange, technically, but considering what makes uo the color gold, i think its an interesting observation.
A theory I saw that might hold some value is Boggart might’ve been on the hit list from VM. When you return the necklace to Rya she talks almost like you killed Boggart because she assumed you would. And Boggart having the necklace might’ve been intentional on Rya’s part, seeing if someone would take up killing Boggart and completing the contract. She was looking for someone who the VM would benefit from, as why else would she be there? A little vacation?

crazy idea but what if elden beast is a parasite and the occasional rune buff from the gold leaves in the air is like some spore spreading thing and people with golden eyes are just infected with them similar to that standing water parasite in africa that attacks the host's eyes, and godfrey was exiled since he broke free from the parasites.

Total crackpot theory here but what if theres more to Yura and Vyke having the same eyes. What if the clouding is due to encountering the Three Fingers. Perhaps Yura walked the path of frenzy flame when he was younger, but chose to remove the curse from himself by visiting the ancient dragonlord. It would explain Yura's extreme caution for dragons, and his vague yet vitriolic stance on the Frenzy Flame
Seriously what do you mean by "when Hyetta takes Irina's body"? I don't think I've ever heard about this, and the only evidence seems to be that Hyetta only appears after you finish the Morne questline. Do you know something else?
I wonder if the brown eyes are related to people from outside the lands between. Like Yura, whose likely from the Land of Reeds, or Nepheli, whose from "the bad lands" Also, according to Fextralife, Irina and Hyetta just share a character model
Yura gets possessed by Shabriri later, it's possible Irina and Hyetta have a similar predicament (Hyetta won't even show up in Liurnia if you haven't seen Irina's death)... after all, they're both related to the Three Fingers questline.
A big problem is that Godfrey despite being tarnished is unaffected by the flame of frenzy or death blight. While yeah not a player model no boss other than Gideon fits such a description and feel betrayed that is says “useful on tarnished” and yet o cannot insta kill or send to to Brazil (frenzy) godfrey

True. Also, it's stated that most of the war surgeons Mohg kidnaped to tame the Formless Mother were tarnished, but maybe not Varre specifically.

Total crackpot theory here but what if theres more to Yura and Vyke having the same eyes. What if the clouding is due to encountering the Three Fingers. Perhaps Yura walked the path of frenzy flame when he was younger, but chose to remove the curse from himself by visiting the ancient dragonlord. It would explain Yura's extreme caution for dragons, and his vague yet vitriolic stance on the Frenzy Flame
That would make it extra ironic that Shabriri ends up taking over Yura’s body later on.

Yura gets possessed by Shabriri later, it's possible Irina and Hyetta have a similar predicament (Hyetta won't even show up in Liurnia if you haven't seen Irina's death)... after all, they're both related to the Three Fingers questline.

A big problem is that Godfrey despite being tarnished is unaffected by the flame of frenzy or death blight. While yeah not a player model no boss other than Gideon fits such a description and feel betrayed that is says “useful on tarnished” and yet o cannot insta kill or send to to Brazil (frenzy) godfrey
You cast frenzy, and Godfrey just instantly goes apeshit and becomes Hoarah Loux.
