BC includes site-related problems, but it also covers things like loss of personnel, loss of expertise, supply chain issues, etc. He's missing a huge slab of BC. His advice of talking to your stakeholders is excellent, though. A properly-designed plan will give a better picture of your company's structure than almost anything else.
