Yes, collecting rain water is illegal *at a certain point*. Rain is water for everyone and if we didn't limit the amount you could collect it could have a affect on the environment and everyone else's fresh water supply. No problem with collecting 2 50 gallon drums in some places Edit: also it's not a liberal agenda please God we are divided enough as it is.
