The legend goes that Zeus was having a wedding party, but didn't invite his youngest daughter, Eris, as she was a bit of a troublemaker. So Eris fashioned a beautiful jewel encrusted GOLDEN DELICIOUS APPLE with the word "KALLISTI" on the side (which translates "to the prettiest star"), snuck into the banquet hall, and rolled it under the table towards her three sisters, Hera, Athena, and Aphrodite. All three of her vain sisters thought that this beautiful gift must have been for them alone, fought over it, and then asked Paris, the mortal Prince of Troy to decide who was the prettiest star. The ensuing war has been going on ever since. HAIL ERIS! ALL HAIL DISCORDIA!
After Effects and Illustrator is the short answer. I used this tutorial to get going with the syncing - library.creativecow.net/articles/rabinowitz_aharon/lip_synch.php. AE has a CC-Cylinder effect that wraps footage in a cylinder shape. That's how you get the faces to match the head shapes. The rest is manual keyframing to match them to the footage.
