The boots are so ridiculously strong with the upgrade I don’t know whey they spend 3 years trying to reduce snowball and make the game more tactical to play to then add the biggest benefit to snowballing then game has ever seen along with the new boss that also benefits snowballing
The boss spawns two versions, one with askshan revive if low kills and dmg happen, then the high kill one that gives you increased rewards on dragon bonus and baron. Any team can accomplish the 3 feats of strength and get the bonus to the boots, that you have to spend gold on after completing two legendary items first. So Riot has said they wanted those who played well early to get some bonus that isnt used to snowball so hard, its delayed and gives scaling champs a time to scale and fight back. Its a nice compromise on paper, in practice we will see if it threads the needle right and makes for good gameplay or comeback stories.
I think the problem is currently there is very little benefit in getting early kills, sometimes it even ruins lane state if you take offensive summoners and not tp. I think they want to reward aggression to make it viable to early game champs while not touching where late game champs end up late game. If you play smart defensively in lane, farm well, it really shouldn't change how late game champs scale/function
idk if anyone in chat ever pointed it out, but the W evolution slow Ult interaction Azzapp keeps going on about does not actually exist. The W slow is not applied to Viktor's ultimate, so rylais would still be needed. However, the entire point of viktor's kit says that you use the rest of your abilities to slow em down so they stay in the storm, so rylais shouldn't really be needed anyways. EDIT: The W slow effect IS applied to Viktor's ult, but only for the first instance of dmg. The subsequent persistent dmg does not proc the slow, so for a consistent slow effect rylais would still be needed.
The w upgrade says "Viktor's abilities slow by 20%" which implies that all his abilities slow not just the W, otherwise why would you upgrade it at all?

Why they took that part out in the "VGU" I don't know, but the code is exactly the same meaning the restriction still applies.
You know how to read? +15 shield, the w slow, and they also lowered Es mana cost by 10, which adds up a ton, even moreso when youre in a lane where you need double mana runes.

From what I get they are a bit different. Both are glorious evolution but one looks to remove all weakness (old Viktor) while the other seeks to do that but also erase the discourse between humans through a hivemind-like thing. They overlap but the new Viktor goes deeper in a different direction. That being said, old Viktor is more grounded in his cause not being really magic related.
@dank1457 As a Viktor main since S3, I miss him being a technopath/transhumanist mage though. His character in Arcane, while in a vacuum works much better for the show and is written better, when applied in LoL it falls flat because there are already several mages with a similar motif. Malzahar already took the "maddened by visions of the abyss" mage archetype the Arcane Viktor embodies, whereas an engineer/inventor who had a flawed but semi-sympathetic ideal of fixing problems by removing humanity's flaws was pretty unique to himself. There was even a cool "trolley problem" he and Jayce clashed on in the old lore where Viktor proposed one of the only solutions that would improve sanitation and quality of life for a diving operation. His idea was to providing upgrade the diving suit for a cleanup operation of the waste in the city, since the toxins inherently drove divers crazy to the point of no return. However, it would come at the cost of autonomy and humanity of those it would save, since it effectively overrided the fear response of the diver's brains for the operation by giving control to those overseeing the operation.
I'm just not a fan of his new design needing to fit with arcane while everyone else just gets a skin. His old design looked less clunky and distracting. Some of the skins don't look as good either. Honestly, both the show and this design needed more time in the early stages of making them.

IMO they should maybe consider making his W a ground, but that might be too powerful.

the only changes to viktor that affect early is about 10 more shield on Q, and 3% more slow on rank 1 W tho its still bugged and inconsistent

Man, people crying so much in the comments about his design, it’s honestly so sad to see, i’m glad azzapp is positive about it tho and is praising it where it deserves to be praised, i get that people enjoy old viktor but doesn’t mean you have to shit on the new one and make up just genuine falsehoods in your mind like “it doesn’t fit his theme at all” like what? Are we seeing the same character? Yes he absolutely does fit his theme, he fits it way more than ever before, and then you have the people complaining because he is skinny? Like holy- just because he is meant to be powerful, doesn’t mean he has to be some big hunk of a man or some massive monster alien hybrid machine thing.
His whole ideal is superseding nature, viktors whole thing is that he is an extremely intelligent person he is a mage using machines at it’s core, and very typically mages are pictured to be more on the thin side, viktor looks incredibly unique and good for a mage, not to mention an excellently written character, his design and theme fits him perfectly well.
is ryze some hunk of a man because he is some massively powerful rune mage? No, he is a fairly thin guy yet it fits him perfectly well as a rune mage. And what of brand? He too is a mage, is he huge and muscular or some super big mutant alien or machine? No, he is once again a fairly thin guy built to fit his theme of fire.
You people seem to find any tiny thing to complain about and nit pick, it’s so silly, if you have something to complain about, at least make it reasonable?

I’m glad azzapp does enjoy it and even makes a good case for it multiple times in this vid alone, and i’m absolutely gonna trust his taste and logic over most of the people complaining
Why are you crying so much about people complaint? Are you doing the same thing as them? What makes your opinion more valid than theirs? Not every character needs to be hulk but some people like certain character design and got attached to the old design. Personally, idc about the kit change but I certainly like the older viktor design looks and feel much more.

Really this skin is perfect, and you can see it embraces glorious evolution cuz every guy that is conservative and stuck in the past is complaining about its design and the fact he doesn't look like the robot guy you saw in every other video game. They are even using bigoted arguments like gay and what not.
They should have kept that Arcane shit away from the actual game.
