I genuinely wish that Tien and Piccolo could have learned the Kaioken when they trained with King Kai, it would have give them a nice boost to be more relevant later in the story. As for Yamcha and Chiaotzu, Yamcha learned the spirit ball and Chiaotzu has been irrelevant since Dragon Ball.
Tien Shinhan already has the Kikoho. I don't think the Kaioken is much stronger for the same risk. Although Piccolo should be able to use the Kaioken and his regeneration ability should help against the side effects.
@Sahib If Piccolo learned Kaioken he probably could have held his ground against 3rd form Frieza, as for Nappa he couldn't have learned kaioken by that point anyway so.

They’re both smart fighters but Piccolo is definitely smarter. Fighting wise Goku’s stronger than Vegeta in Z. Vegeta in general is probably smarter but since Goku trained at Korin’s Tower, the Lookout and King Kai’s planet he’s a smart fighter with a big arsenal of attacks
