Only disinformation is a lie. Disinformation is the telling of falsehoods knowingly. The reason why is that a lie refers to intention or the knowledge of telling incorrect information. When someone tells false information not knowing it's false that isn't by definition a lie. It's just misinformation. This is why these two terms are important to use.
