The only reason the second film made it seem like Eggman was dead and didn't give a confirmation is because Jim Carrey had announced he was planning to retire from acting, and Sonic 2 would be his final film. With him coming back for Sonic 3, he may step down as the main villain for future sequels and become a secondary character.
From what I've been seeing, the final trailer for a movie usually comes the month before the movie is set to release, so if my guess is correct, the final trailer for Sonic the Hedgehog 3 should come out at some point in November.
