Also, in the comics Hulkbuster was never actually meant to beat Hulk either, just be able to fight him long enough so that other Avengers have time to drop in and help out.

They are scenes from movies controlled by writers and directors. Feige/Marvel admitted to slowly over time "nerfing" the Hulk to make him "less masculine" and they were not big fans of Hulk. Hulk was in an uncontrollable rage brought on by scarlet witch and the Hulkbuster armor was designed to contain Hulk and control Hulk for that specific reason. Things can be said about every scene but in reality, according to Hulk's actual powers, the longer the fight and the madder Hulk becomes his powers escalates as well. He would end up smashing everyone in that video, besides Surtur.
