Its Upto you. Our panda said to pay him as per our wish... We paid him Rs 1000 for 5 people.. You can go without booking a panda or book and not pay, but he took his time and showed us around, helping us with everything we needed, so in return, you need to pay him something out of courtesy.
I am from Odisha, you don't need to pay any Panda for lord jagannath darshan. You will find lockers outside to keep bags, phones, will take 30 rupees to keep a bag. You can easily go to the temple without any help, just keep one thing in mind, don't meet any fake person. Jay Jagannath 🙏
