Glad to know that tampering with public health instruments isn't a crime. They took a page out of the police tactics book. "If you screw up, quit before you can get a punishment"

The answer is easy. The department doesn't have the money or the support to raise alarms. Whoever does so will be severely reprehended. The government will turn all of their resources against the whistleblower while telling the public that they don't do that.

The whole country is about to be a Flint Michigan. Deregulate all public safety departments, except police, increase police presence to enorce the status quote while allowing the exploitation and poisoning of citizens. This is a good thing for our country, that is why Trump won. We don't want clean water, or clean air anymore. Deal with it.

Testing the water on smaller populations and seeing how to cause the next pandemic/envornmental tragedy before taking it to a national or global level. Testing typically occurs on or near military bases as we've seen over the decades and it is also tested around schools to see the long term effects and implications on younger populations. A healthy population does not drive profits for big pharma and big chem (chemical corporations) unfortunately. Always a money piece to it! Always!
