In an air handler your low side pressure probe needs to see the resistance of the filter, but also the resistance of the coil. The placement location you showing for the probe is not correct. The probe needs to be after the coil, not after the filter.

Depends on if the air handler is rated with the filter and you are using the manufacturer supplied filter.
Most today are not rated with the filter, so after the filter is correct. The filter is external to the air handler.
