I've actually met one of the people who worked on this game. They were my tutor for games design and brought up this game. He said that the game had a pretty rocky development. The original concept was going to be based around the use of water for puzzles and combat so they built this really advanced system to use it but the project was changed part way through to become a more standard action game by higher up's at the studio. He said it was a real shame the original concept never got to see the light of day as apparently the water tech was some of the most advanced at the time and even by today's standers is pretty impressive.
Yeah, the overall concept is really cool; controlling water and making use of various ship equipment to solve puzzles and kill bad guys. It also has surprisingly interesting background lore; overpopulation giving rise to factions like Malthusians who's solution is to kill most of the world's population; and the Cornucopians who want to use technology to save mankind and create the water power thing so everyone will have adequate drinking water; and it all takes place on this massive city-ship where the Cornucopians try to make a utopia and the Malthusians invade to destroy it. It's very complex, and it pertains to some of the problems mankind is going to be facing soon IRL. It's a real shame the game didn't pan out.
"by higher ups" - Aka the suits didn't want something creative and unique, they wanted something safer and more "standard xbox era action adventure game". Sad how that's been going on for so long and is still ruining games to this day but even more so now.
The water is extremely impressive I like how it can be manipulated. It also looks comparable or better to some water in games today. I would be cool if other games looked at this to see what's possible with water in games.

Now, I was still 10, so I didn't get very far. But it is as funny to me now as it was baffling then.
This was developed by the same guys who just kept making games about Pool, which I guess is kinda fitting in a way. They also made a couple of racing games, notably G-Surfers/HSX, which I guess was kinda neat.
I liked it, but it was too damn short. They should have made the game twice as long, or at least bring in the Hydrokinetic abilities in earlier. By the time you get it, the game is pretty much over.

The console version of this game is different because you get maybe like a third of what was in this video and there's no final boss whatsoever it just ends after you find the security Chief guy and that's the end of the game it's only like an hour long so for console players is more like an episodic game that only got 10 minutes released of episode 1

I beat the story in this game and I don't remember anything of it. I do remember I did enjoy the graphics of this game I had a weird art style to it.
