But, afaik, it's neither in badminton nor athletics rules to be disqualified if you go against the sport spirit, in this case the Olympic spirit, yet the IOC could take out the Chinese because of that, and did initially take out Makhloufi. So I believe they can influence, at least in this aspect (going against Olympic spirit).
If you compare how much team sky invest in their team compared to all the others you will get your answers, not to mention mark cavendish is one of the best sprinters of ALL time, and bradley wiggins is right up their with the greatest even before he was at team sky.

It's all strategy being played out. It's a lot harder to go up track then it is to ride the part closest to the blue strip. So, the lead man is trying to force the back ride up track. So, in order to counteract the lead man's tactic the tail person will actually go up track slightly then try to dive under the lead rider to swing by. The reason they do this is because you actually accelerate a lot by changing elevation on the track. In this race that was unsuccessful, but here is a perfect example: watch?v=x6EPpy8vMEo
