Run capacitors need to function in a specific MFD range, but this test only shows if the capacitor can carry a charge.

I don't understand the last two tests with charging the condensator... why did you filmed it twice? The second time the plug was in the socket, but what about the first time - was it unplugged? I don't understand why you upload unclear instructions for such a dangerous test... the last two testings are repeated and are the same or anything changed?
