i think it's more “rude” as in rude to the person asking as it would be a sort of non-answer.
but rather than rude, just simply “well, that wouldn't really be answering the question if i say that”

yeah, it's about the nuance of "しつれい". it's def not rude as in "offensive", it's more like insufficient or not doing justice to the question's intent.
