Probably to silo one. In the books there is no tunnel. Just a digging machine intended to be used by the chosen silo at the end of the project. Its supposed to dig a tunnel to freedom and every silo has one. The show instead made it a ready made tunnel flooded with water.
In one of the books - if I remember correctly - one of the characters makes the discovery that the number of spare parts and their usage time leads to a time period where many supplies will run out... And he tries to calculate it.
My big question is where do the tunnels connect to?
