Effective Revenue Deficit : revenue deficit - grants given to states for creation of capital assets
(Bcz central count these grants in revenue expenditure which is not create any asset but here in this case it is not directly by centre but indirectly through states it is creating capital assets , so there is need to calculate this)
Effective Capital Expenditure : Capital expenditure +grants given to states for creation of capital assets
(Here centre counts these grants in revenue expenditure bcz it does not create any asset but it is indirectly going into capital expenditure so it is Effective capital expenditure)
