What is the distinction between the cadets in boots versus dress shoes? Seniors in boots, or Cadets in the band versus just non ROTC band members?

Loco 4 Locomotives the footwear is about classification only. Simply put, all seniors in the Corps wear boots and all others wear the black “low quarter” shoes. It has nothing to do with other factors such as ROTC, band vs non-band, etc.
