For those who are confused why Vega (Claw) is called Balrog in Japanese version. Initially (in Japanese version) M. Bison (The Dictator) was called Vega and Balrog (Boxer) was called M. Bison, but because Balrog's Japanese name (M. Bison) was very similar to name of Mike Tyson (and since those two are really alike to each other) it had to be changed in US version to avoid potential process. So M. Bison (Boxer) was changed to Balrog, Vega (Dictator) was changed to M. Bison and Balrog's (Claw) name was changed to Vega.
And Vega is far more Spanish than Balrog. Actually Vega is a common surname and also is a word. Balrog in spanish is the name of a type of maia form "Lord of the Rings"

I think the Japanese lyrics make it better. While the song is clearly a Spanish march, the Japanese lyrics help show Vega’s (Claw) ninjutsu influence.
