Not sure where you are getting the $37K price. I just priced the 2016 RAV4 SE at Toyota.com and the base is $29,265. Add the Advance Technology package for $3.030 and you are at a total of $32,295. That said, there are a lot of other much better choices out there for that price range. Honda CRV EX-L has real leather, sun roof, and push button start for $28,545. Subaru Forester XT Turbo Premium is much faster and much sportier and retails at $29,295. Add a few thousand more and you can get a loaded Subaru Outback 3.6R with 6 cylinder or fairly loaded Infiniti QX50 with a luxury badge, beefy V6, nice leather and Bose stereo. The RAV4 is a more attractive option in the LE or XLE trim at the lower $24,000 - $26,000 range. At that price you are getting a small crossover with great storage in the back and a regular automatic transmission that will hold it's value. Above $28,000, there are better options. Best deal on the RAV4 is probably the Hybrid XLE.
People can go nuts with accessories at the dealer. Can get roof racks and mats aftermarket from eBay. Like you said, $37K for a RAV4 is out of range for what it is.

Toyota is rated higher than BMW by CR too. But life is short ;) $37k can buy a somewhat optioned X1 that is so much more enjoyable to live with.

It would be the factory window sticker we have for it. Don't forget all the individual options and accessories we clicked off plus $900 destination.
