Somebody take out your writing talent and make a whole backstory of Rodney. I think he would look awesome crossing paths somehow with Tommy (before Vice City, I think he was doing moves in Liberty City for Sonny. Until he was commanded to kill a guy, just to end up jailed).
Rodney would be around his 50’s by the time GTA Vice City takes place, other than that they are from different universe, Rodney in 2d and Tommy in 3d

According to the GTA wiki: As stated in the game's manual, the protagonist was sent to the United States of America to do an unknown mission in Vice City under orders of the Crisp Twins at some point after 1961, and returned in 1969.
Born in Cardiff, Wales, in 1940, to Peter and Sue Morash, Rodney grew up being the middle child in a family with six siblings. He was a good student in the early years of his life before slowly being indoctrinated into the life of crime when he was about 16, starting off with minor crimes like vandalism, and small time theft. In 1961, when Rodney was 21, he gained the interest of Harold Cartwright, his first boss who sent him off to do many jobs for him and his gang. In late 1961, Rodney was taken in by the Crisp Twins, Albert and Archie who sent him over to the US, to oversee a number of high stakes jobs, after being arrested following a failed heist in 1965, he was held for 3 years in an American jail, before being deported back to London in 1969. Obviously, since he screwed up on the job, his bosses, both Mr. Cartwright and the Crisp Twins both are quite upset but they showed leniency on him which was a big mistake. Rodney bided his time working for both men, while waiting for the internal affairs between the two to lead to a fallout. Cartwright was killed, and after completing a few more jobs for the Twins, they tried to have Rodney killed, but he survived the hit and took the fight back to the twins forcing them to leave the country. Now no one stood in Rodney's way to becoming the face of the London crime syndicate. All was well for a few years, until in 1977, when he was busted for the string of bank heists and murders he orchestrated. He was held in jail for 2 years before being put on trial in 1979. He was convicted in 1980, and sentenced to life imprisonment. Rodney Morash passed away in 1999, after a bout with pneumonia, aged 59.
