Yes, for tapered section, optimization or section selection process is not available. It is available only for uniform profile sections, including built-up section with uniform profile.

In next part, I will cover the correct sequence of different design and analysis commands along with few other major points for optimization.
If you define a tapered section from Define >Tapered I option, then that section cannot be optimized using SELECT command. But there is a trick for section selection with custom shapes which I will discuss in the next part of Steel Optimization series.

I am a bit confused with your query. I have assigned fixed support in this model, not sure where you noticed pinned support. Also pin support is very common for any steel structure, infect pinned base plate is commonly used in several projects rather than fixed base plate due to several advantages.
