People usually go to chinatown at night to eat at restaraunts. It's really just a normal street during the day. The party/clubbing scene is huge in melbourne, maybe you should hit chapel street

The long queues at both move quickly If you are feeling adventurous and want to get down with the locals, pop out to Footscray and try a Banh Mi at Nu Lan Bakery in Hopkins St (there is a queue all day long). The Footscray Market is traveller's heaven. If you want to get away from Melbourne, pop out west and see me in Ballarat. The food is terrible but it is the most intact Victorian Era city in the world.
