The real antagonist is the crazy lady, while the exterminator is just a man doing his job. Truly a fallen hero Final Edit: I feel it is important to mention I have never watched Over The Hedge EDIT: Evidence is found in the exterminator's suggestion that the animals be disposed of humanely. Immediately afterward the crazy lady demands they be disposed of as inhumanely as possible. The exterminator doesn't want to harm the animals, but he wants to make the crazy lady happy (we know this because he installs the depelter turbo, a contraband item he doesn't usually install for customers, for the crazy lady of his own volition). Luckily at the end he has gotten over her, as he is not in any sort of worry or disbelief when the crazy lady claims he installed the depelter turbo. He then makes his escape to continue keeping animals out of good people's homes. EDIT 2: Evidence for the the verminator's empathy toward the animals is seen when he mentions disposing of the animals humanely. This could have implied any number number of things, among which is the assumption that he was simply going to release the animals back into the wild. It isn't definitive, but describing whatever disposal process he was going to use as humane at least shows some empathy towards the animals EDIT 3: User LightBoltDash brought up a great counter argument to my assumption that the verminator does not wish to kill the animals: "he literally has a trap that is shown to cut animals in half. He definitely doesnt mean to get them out in the wild dude, you crazy? He fully intends on killing them. That doesnt seem very humane to me?" The following edit is here to explain this. This is all unedited so pardon my somewhat messy writing. This is a very good point, but there is still an explanation to be found. Why would he have in his catalog devices that can certainly harm animals? There is still however evidence against this, mostly speculation mind you. It should first be noted that these traps actually have purposes that do not involve murdering the animals they're intended for, or at the least causing unjust suffering. The gnome trap is our biggest piece of evidence for this, as we see it used on the verminator himself in the final battle. When it is on him, we do not see any blood, despite its spikes. We can then assume that these spikes do not pierce in any way that would cause intense pain, and are just for show. The gnome's real strength is its grab strength, as it holds on to the verminator despite receiving the full force of the depelter turbo. The gnome trap kills an animal quickly, by crushing it to death. The spikes serve a different purpose, bear trapping. The gnome by default is attached to a rock and kept in place. The gnome trap works similar to a traditional bear trap, by grabbing onto the bears leg using the spikes to gain extra grip. This leaves the bear trap, the knife trap, and the flamingo trap. The bear trap is obviously meant for bears, and the verminator only installs it because of his want to impress the crazy lady. The knife trap is a quick animal killer similar to the gnome trap, killing by demolishing the brain in one swift chop. Finally the flamingo trap is flashy but kills quickly, one spike to the brain is necessary. All in all the traps serve to impress the crazy lady but nonetheless kill the animals quickly and humanely.* Your assumption that he wishes to kill the animals when he has them caged can also be debunked. The evidence for this is found in his act of caging the animals in the first place. If he was going to kill the animals anyway, why would he not just kill them when they're all laid out before him? I believe this is partly because he wants to release the animals into the wild, and partly because he wants to impress the crazy lady. If he wasn't infatuated with the crazy lady at the time he would have simply let them go and put precautions in place to prevent their return. He cages them as a trophy to impress the crazy lady. Also, observe how he treats the animals when caged. If he wanted to kill the animals, he probably would have killed them in front of the crazy lady, due to his infatuation with her. Yet he doesn't. Even when he is telling the crazy lady what he is going to do with the animals he claims they will be "disposed of humanely". Not killed. Disposed of. Thus, he doesn't want to kill the animals, he just wants to impress the crazy lady. *You may have noticed I neglected to explain the depelter turbo. I have an explanation for this as well, but I'm not going to write it right now because I just wrote two paragraphs about a character from a movie I have not seen and want to breathe. I will edit this comment explaining this important point at a later date EDIT 4: I left the depelter turbo explanation in the comment thread for the few people who really want to know
The animals are the TRUE antagonists of the film; not the crazy lady or the exterminator because the crazy lady is just looking out for her home, and the exterminator is just doing his job.

Final Edit: I feel it is important to mention I have never watched Over The Hedge
EDIT: Evidence is found in the exterminator's suggestion that the animals be disposed of humanely. Immediately afterward the crazy lady demands they be disposed of as inhumanely as possible. The exterminator doesn't want to harm the animals, but he wants to make the crazy lady happy (we know this because he installs the depelter turbo, a contraband item he doesn't usually install for customers, for the crazy lady of his own volition). Luckily at the end he has gotten over her, as he is not in any sort of worry or disbelief when the crazy lady claims he installed the depelter turbo. He then makes his escape to continue keeping animals out of good people's homes.
EDIT 2: Evidence for the the verminator's empathy toward the animals is seen when he mentions disposing of the animals humanely. This could have implied any number number of things, among which is the assumption that he was simply going to release the animals back into the wild. It isn't definitive, but describing whatever disposal process he was going to use as humane at least shows some empathy towards the animals
EDIT 3: User LightBoltDash brought up a great counter argument to my assumption that the verminator does not wish to kill the animals: "he literally has a trap that is shown to cut animals in half. He definitely doesnt mean to get them out in the wild dude, you crazy? He fully intends on killing them. That doesnt seem very humane to me?" The following edit is here to explain this. This is all unedited so pardon my somewhat messy writing.
This is a very good point, but there is still an explanation to be found. Why would he have in his catalog devices that can certainly harm animals? There is still however evidence against this, mostly speculation mind you. It should first be noted that these traps actually have purposes that do not involve murdering the animals they're intended for, or at the least causing unjust suffering. The gnome trap is our biggest piece of evidence for this, as we see it used on the verminator himself in the final battle. When it is on him, we do not see any blood, despite its spikes. We can then assume that these spikes do not pierce in any way that would cause intense pain, and are just for show. The gnome's real strength is its grab strength, as it holds on to the verminator despite receiving the full force of the depelter turbo. The gnome trap kills an animal quickly, by crushing it to death. The spikes serve a different purpose, bear trapping. The gnome by default is attached to a rock and kept in place. The gnome trap works similar to a traditional bear trap, by grabbing onto the bears leg using the spikes to gain extra grip. This leaves the bear trap, the knife trap, and the flamingo trap. The bear trap is obviously meant for bears, and the verminator only installs it because of his want to impress the crazy lady. The knife trap is a quick animal killer similar to the gnome trap, killing by demolishing the brain in one swift chop. Finally the flamingo trap is flashy but kills quickly, one spike to the brain is necessary. All in all the traps serve to impress the crazy lady but nonetheless kill the animals quickly and humanely.*
Your assumption that he wishes to kill the animals when he has them caged can also be debunked. The evidence for this is found in his act of caging the animals in the first place. If he was going to kill the animals anyway, why would he not just kill them when they're all laid out before him? I believe this is partly because he wants to release the animals into the wild, and partly because he wants to impress the crazy lady. If he wasn't infatuated with the crazy lady at the time he would have simply let them go and put precautions in place to prevent their return. He cages them as a trophy to impress the crazy lady. Also, observe how he treats the animals when caged. If he wanted to kill the animals, he probably would have killed them in front of the crazy lady, due to his infatuation with her. Yet he doesn't. Even when he is telling the crazy lady what he is going to do with the animals he claims they will be "disposed of humanely". Not killed. Disposed of. Thus, he doesn't want to kill the animals, he just wants to impress the crazy lady.
*You may have noticed I neglected to explain the depelter turbo. I have an explanation for this as well, but I'm not going to write it right now because I just wrote two paragraphs about a character from a movie I have not seen and want to breathe. I will edit this comment explaining this important point at a later date
