For two-piece match-ups, fair fights definitely make it more exciting. It seems like to be fair the ratio of pieces should be about the same as the average number of squares each piece can typically reach in one move on an empty board. A little hard to calculate in this case, but consider (say) rooks vs bishops. A rook can make it to 14 squares. A bishop can avoid corners and make it to about 10.5 on average. Doubling those suggests 21 rooks vs 28 bishops should be a fair fight.
