Not sure that will help retrieve it as the snapped bit wasn't in the fill tube, so it must have dropped down into sump, some garages find two or three of them when doing an engine rebuild.

I have always thought these were a criminally stupid design. This happened to me today but the broken bit has blocked the hole halfway down somehow.
Maybe look to see if the dipstick tube will come out to remove the broken piece.?
Can’t you just remove the metal part of the dipstick holder and hook it out
