can we use accounts from two forests for SSO through forest-level trusts?

I was thinking of using OKTA, looks like AWS AD can be used to authenticate ACVITS LAW ECMS application.
@3.33 you say choose "All DNS server in this domain" however you chose "All DNS server in the forest" can you explain please ?
if we don't have an on-prem AD? would it be possible to only use AWS AD Directory to authn users for one prem application?
