  • Once known for its 'one child policy', China is again relaxing its restrictions as it tries to cope with an ageing population.
    In 2016, the policy was altered to allow couples to have two children.
    Now the government says they can have up to three.
    Census data show the birth rate is at its lowest in decades.
    So what are the social and economic consequences?

      @@theoneinthebackground4209 around 1980 the govt set the one child policy... after that a mass abortion happened 6 months in pregnancy even 7 months many wasnt spared as long as they already had a child after that child trafficking started... many children was sent abroad for adoption... you tell me if the government was not behind this who else could go on such a large scale trafficking... especially the poor one...
      A government who could track down landlords during cultural revolution in china causing a mass revolution can't even stop child trafficking?
      Around 1985-90 university marched to get the understand their plight for freedom of speech and stop corruption when they were given the chance to finally study in college they couldn't get a proper job when they did they were suppressed by people with connections... family members of these people would take their credit and so on...
      However this march was considered as rebellions by the communist party... calling on martial law... forcing any government members supporting these students to resign... many students died when the army was sent in Beijing to suppress them... it was another massacre... many soldiers lost their lives in it... so did any other civilians who either supported these students or just happened to be passerby
      The communist just set the law... you have to follow even if you don't want it... if you don't agree to it more suppression to come... at worse death or war
      Chinese can't do anything even if they don't agree they have to bear with it... if not they would just be another Myanmar... well Myanmar coup detat can still last this long... but despite China large population they wont last long against the Chinese army if they even try to rebel
      I love China and Chinese people there's so many good things there... culture food etc.... but the communist party ruling it well... huh not much different from north Korea tyrant...

      @@mxm1337 I don’t understand the argument. The people aren’t rebelling they’re just not having kids. The government can say they can have any number of kids they want but if they don’t want any there won’t be any so them allowing three won’t mean there will be more. The population will still be declining.

    During one child policy, everyone wanted to have a son, and for their son to eventually get a wife.
    Only one tiny problem; not as many families were willing to have daughters.

    Life is hard in China, and the cost of life will make it especially difficult to have more than 1-2 kids. Same as in the west. When your standards of living rise kids become much less affordable.

      @@eduwino151 *China should legalize euthanasia for elderly people like Switzerland did.* So old people who can’t take care of themselves anymore and do not want to spend the rest of their lives rotting away in a assisted care/retirement home have the option of being euthanatized fast and painlessly with the help of doctors. *It could also benefit poor elderly people who have not saved any money for retirement and can no longer work.* ~ That is my retirement plan.

      Well I have 5 siblings and my mom was legal manager at local supermall. Almost 6 if not stillbirth.
      Grand parents help with taking care kids and they love their grandchildren.
      I want at least 3 children though.... Maybe 4 ? If not at the minimum 2.

    "Women love working so bad they would rather work than do ANYTHING else in life!" Wow talk about nonsense. Give a person a choice to work or not work and get same salary in both cases. THEN you can say they prefer working to anything else. If you put people into condition where not working = suicide, a lot will choose to work. It doesn't mean they're hard-core workaholics. It simply means they do not think they have a choice.

    A different question - how will China feed itself now that they are going abroad to find food for its people? Population goes up but the amount of farmland does not. Earth is round, abundant, finite. One child as policy has many social problems but overpopulation also has problems.

    No, it is not. Or well, it will not for at least 20-30 years, maybe even more if not enough women are born.
    71 years of forced sterilization, murders and abuses especially in an era where low-end jobs are disappearing because of robotization and extremely expensive life are absolutely not going to help.
    But maybe it's a good thing, less soldiers and supporters for the big bully. One good swipe during the first battle and they'll crumble like USSR in the 90s

      tbh there is no lack of low end job in china however most children born in the 80s and 90s are educated and grow up in an environment where factory work is dirty work. most of them prefer white collar work even if the the pay is similar. therefore you can see the situation where the unemployment rate of university graduate is sky high but the factory owner could not find enough labor to operate.

      Its not just that. People are having less kids because lifestyles and outlook on life has shifted. Society as become more self indulgent and less focused on legacy or lineage. People arent passing things down to kids, there is nothing to be passed down so there isnt a need for heirs and now people have a mentality that favors their satisfaction in life and more often than not, that satisfaction comes from being child free or having only 1 or 2 kids. People dont want to spend their youth raising kids either, so are having them later..which also reduces the amount they have. Incentives will help but even countries that offer them arent seeing much results because of the cultural/mindset shift that has occured in current era. And this is world wide in every developed or developing nation.

    In the 40 years of the one-child policy China (because of its preference for the male child) has managed to skew the gender ratio as well. Today they don't have enough females who can get married and have children.

    The issue isn’t about the child policy… the issue is the fact that there are whole generations of girls who would be adults that were never given chance of life. There’s also the mere fact that bringing another human life into this is now seen as nothing more than an additional expense that both companies and parents have to pay for.

      The women that are missing aren't the only problem what about the women that can't have kids because of health issues and the women that don't want to have kids at all. Also you have two maybe three generations that grew up with one kid was the norm that's a lot to fight with too.

    Having hundreds of millions busy with the devotion and responsibility of having children is an excellent way to distract the people from collecting together to demand a better society for themselves from their state.

    Same problem in the US, Women don't want to have babies because of the discrimination and cost. Men have a hard time getting paternity leave here. The government want things but doesn't want to come up with real long term solutions

    They can raise it to a ten child policy and it won't make any difference. A culture of "only" children produced by the one child policy has resulted in a high % of adults who dont want children. Additionally, a lack of economic mobility makes it financially difficult for those living in the big cities to take on the responsibility of caring for children. And finally, like Russia, there's likely many who don't want to raise children in an undemocratic society.

      Mike Saunders Not just that. Due to the only child in the family, this child when grow up had to support his two parents as well as grandparents and his one child. He had no siblings to help take care of his parents. Therefore, it is unlikely he can afford to have another child.

    Unlikely, just as the change to a 2 child policy a few years ago didn't produce the desired results, it's doubtful this will either. For most there are other factors to consider, for instance, if you already have your hands full taking care of the child you have and both sets of parents your not likely to want to add to that burden simply because the government asked you to get to it .. Unless the government makes it viable for people to have that many children, I don't see the policy shift making much difference to the overall population.

      Nope that need maintenance fee human in China basically only have 2$ per hours fee no retirement nothing.
      Machinery have average 25 $ per hours maintenance.

      Many people don’t realize that about 80 percent of Chinese live with their sons and daughters or live very near them. Furthermore, demographics fail to consider the toxins and diseases and other impactful living conditions that was cause by China’s modernization. A lot of old people in China will end up dying sooner, an unfortunate event for the families but good for the economy.

    Get fact straight. The one child policy was adopted as early as 1965 and interrupted during cultural revolution. But this policy was only limited to the Han Chinese but not adopted to minority.

      "The one-child policy was part of a broad program designed to control the size of the rapidly growing population of the People's Republic of China.[1] Distinct from the family planning policies of most other countries, which focus on providing contraceptive options to help women have the number of children they want, it set a limit on the number of births parents could have, making it the world's most extreme example of population planning. One-child families were first encouraged in some areas in 1978 by Chinese leader Deng Xiaoping[2],[3][4][5] although strict enforcements did not begin until 1980 (after a decade-long two-child policy).[6] The policy was modified beginning in the mid 1980s to allow rural parents a second child if the first was a daughter, and then lasted three more decades before the government announced in late 2015 a reversion to a two-child limit.[7][8] The policy also allowed exceptions for some other groups, including ethnic minorities.       The impact of China's birth restrictions has been hotly debated. According to its government, 400 million births were prevented.     Yeah, 3 Children Policy is just a stand-alone policy, without any social welfare or benefits, not even more maternity leave. Imagine this: taking a 2-year old while another one in the belly at a working place. Does China government expect all Chinese women to be superwomen? Why don't those pregnant women just quit jobs? Well, ONE working salary can't cover a 3-person family's expenses. Now China government is looking for that tiny amount of money to cover a 5-person family's expenses. Come on, we've got to buy foods to survive. BTW, there's no Food Bank program in China. One wants to eat, then one has to pay to buy his foods.

    Don’t ever meddle with nature.
    You can never win.
    Population planning and control have gone hopelessly wrong beginning with restrictions on the numbers of children. Sterilization, ligation, abortion upset naturalness.
    Hence birth rates are uneven which affect the age spread in most countries.
    If governments could guarantee that the single wage of the breadwinner, usually the husband, is sufficient enough to support the family, then half the battle is won with the wife managing the home and all their children full time.
    Educate women to the highest level, and when she get married, encourage her to manage the home full time.
    Birth control like “coitus interruptus” and other natural processes to be taught for better planning of numbers.
    Not enough thought and discussions on population management in the past is posing a big problems for the world today.

    If the government wants to raise the birth rate, why on earth haven't they legalized egg donation? There are millions of infertile women who want to have children but cannot; it seems like an obvious way to increase the birth rate, without even forcing anyone to give birth.

    China is China. They view problems differently than the Western World and resolve their problems with a different approach than the Western World. If China's population is aging, so is the population of the entire world. It seems to me that the Chinese mentality is set to resolve problems, not to find reasons not to. Based on who has the most kids around the work ( the poor ), they are planning for a country "Kids Boom" in wish they will invest in and educated. I see allot of schools in the country side. We all may learn something from this "Experiment". Lets check in 20 yrs.

    This title is incorrect. The population growth rate is declining, but it is still POSITIVE growth, the population is not declining! Like a car accelerating down the road taking the foot off the accelerator a bit but still speeding up. The countries population is still increasing. Many are getting older they are concerned that too many will be retired and they won't have enough people to care for the retired and dying...This growth is the same situation with nearly every country on the planet.

      Even if 100% of that enter government and civil service it wouldn't be enough one factory can house 50.000 workers all work on shift 24/7 China has tens of billion miles of road that need public transportation this alone need around 500.000 driver not counting truck delivery or rail worker or air transportation or naval cargo service.

Airplanes, freight/cargo ships, factories, etc. Most "normal" everyday things people do like driving cars for example don't really amount to much.

    'Population decline?' They have 1.44 billion people. Like capitalism and the rationalization of
    endless growth, will China need 10 billion Chinese because each generation needs increase to
    care for the over population of previous generations? Absurd. They don't need more births,
    but less births than deaths, far less, to get back to a decent number of people for the geography,
    like 400,000. Same for India, Indonesia, Africa, and Mexico.

    Having read through .any comments, I'd like to add my own understanding of the problem. The one child policy was cruelly imposed on women, and many comments acknowledge this.
    But no one seems to join the dots between "taking away a woman's right to control her fertility " for four generations, and suddenly " ok now you must have 2, 3 or more children". Its tragic that women from all levels of society will no longer be controlled like farm animals.
    The wider Culture has changed.
    The specific culture of women has changed.
    What do older women tell the younger women about being a woman in China?
    Maybe it's not just the difficult economics.
    It's not political science.
    Its not the male centric culture in China.
    Its the absolute outrage women feel about being treated like " breeding stock".
    How dare the govt try to do this? Where will it end?
    "No contraception until you've had 2 or 3 babies"?
