I think it would be very difficult make the art much different on the same card for ogerpon. You have to have the small ogerpon, the mask, and it all has to fit well into the frame. At least it seems like the masks are at different vertical angles so it isn't an exact mirror.
I can confirm the Korean mask of change box is AMAZING
Everything is super cool about the playmat but I do wish it would have just been an epic drawing of Ho-Oh instead of the pikachu flying a Ho-Oh glider. Ho-Oh is my favorite legendary so I would likely have shelled out the big bucks for this one
So it's a very similar style and pose/etc. However there's enough small differences it's actually different art. I feel like if you over lay it it won't lay 100% perfectly even if you line up with the mouth. The tiny Ogerpon has a different expression and the ears are in a different position. he Mask he bottom teeth are more pointy and the top are more even. The little spikes that come out of the sides of the mask aren't the same either. Again insanely close to each other but different.

The very first pack of twilight I pulled the ultra rare cornerstone mask ogerpon, the fact it’s worth 5$ and the real mask base set ogerpon was 12$ last I checked is pretty bad lol. Like how. In my booster box I think I pulled all but one of the masks
Theres a couple decks in the game where grass ogerpon is very good. Ogerpon is not a very popular pokemon so anything that isn't the grass type is undesirable to most, thus cheaper.

It is not quite a direct flip/mirror the one on the right has the mask facing more uppercenter where as the the left is lower center.
