The Bb7 on the first line of the B part is a Bb _minor_ chord. :) The Eb9 chord contains a Bb minor as an upper structure triad, and the sequence Bbm7 - Eb9 - Abmaj7 is kind of a 2-5-1 chord sequence "borrowed" from Ab major.
